282. Effective this morning “political directive officer” Liu Tso-hung directed this office state manner procedure being established re entrance [and] exit this compound as follows: [Page 1064]

2.
No other foreigner allowed in except Americans with official business this office.
3.
Not allowed out of compound. Basis principles governing procedures stated “protection foreign lives, property”.
