959. Dept wld suggest that Emb instruct Ward not to press for permits to proceed to Shanghai as indicated your 1780 Aug 13 but to seek permits for himself and his staff proceed to Tientsin with view to his leaving country earliest possible sailing from Taku Bar.⁸⁰
