1204. ReEmbtel 1111, repeated Peiping 182, May 25. Embassy officer was summoned to Alien Affairs Office June 3 where he was informed by Ch’en Ying that closing of Mukden Consulate outside jurisdiction that office and therefore no action could be taken on our request. However, memo originally handed Huang Hua was not [Page 961] returned. Time elapsed since he first received it suggests he forwarded its substance to Peiping authorities as part of his request for instructions how to handle matter.
