Re Dairen’s 108 April 15 and 109 April 16 to Dept, Dept has pursuant Dairen recommendation latter reftel deferred instructing Moscow protest Gleysteen detention pending reply Soviet Kommandatura Dairen. However Dept reluctant defer this action more than stipulated 2 or 3 days; accordingly requests Dairen report present status reply.

Dept inclined concur Nanking tel 803 April 20 to Dept recommending fullest publicity Gleysteen detention at time protest despatched Moscow FonOff and requests urgently views Moscow Dairen re desirability this action.
