186. Only ray hope which Chinese Ambassador60 can find in present situation is difficulty CCP will face in bringing all China under control central Communist government and resultant opportunities for resistance certain provinces such as Szechuan, Kwangtung, Kwang-si and maintenance semblance independence which might later develop strength aimed to oust CCP.

Ambassador instructed see Molotov61 January 8 was kept waiting until 12th, Foo stated confidentially he had been instructed make additional oral proposal for unilateral mediation by USSR.

Ambassador believes Soviets and CCP have been in consultation regarding terms and mediation proposal (Embtel 151, January 20).
