The documents that immediately follow relate to the development of the British financial crisis during the months of the Annecy meetings (see volume IV, pages 781 ff.) and the notice which was taken of it at the Third Session of the Contracting Parties. The first document is of a background nature and was prepared for a series of ministerial level meetings held in Washington in September; see volume IV, pages 822–830.
