Editorial Note
On January 27, 1949, the Department of State sent out a circular airgram, not printed, to Diplomatic Representatives in the American Republics outlining procedures amplifying those contained in the circular instruction of October 15, 1948 for liaison with the other American Republics on implementation of Resolution XXXII of the Bogotá Conference. The circular airgram of January 27 said that replies from the missions indicated that in most cases a satisfactory liaison either already existed or had been arranged in accordance with instructions.
