Sir: I have the honor to refer to the Department’s secret circular telegram of July 10, 1948 and to report that the Salvadoran Foreign Minister1 has now informed me by memorandum, that his Government is in substantial agreement with the Department’s views with respect to the possible recognition of the Government now being organized as a result of the Korean elections.
