A–229. Mr. Terasaki Hidenari, an adviser to the Emperor of Japan, called upon me at his request today and informed me for my private information that the Emperor of Japan had, on November 12, 1948, written to General MacArthur to the effect that he has decided definitely not to abdicate notwithstanding the sentences imposed upon the major war criminals by the International Military Tribunal for the Far East.1
