Excellency: I have the honor to refer to the recognition of Mr. Yakov Mironovich Lomakin as Consul General of the Union of Soviet Socialist Republics at New York, New York, by certificate dated [Page 1052] July 11, 1946, and to inform you that as this official is no longer acceptable to the Government of the United States, his recognition has been revoked by an Act of the President dated August 23, 1948, which is enclosed.1
