(Deldu 18 July 31 and unnumbered, undated tel reporting Friday’s session1). Report of Sat session unreceived.

We concur fully with position you are taking, and importance in line Dudel 22 strong statement U.S. position major issues and objectives be set forth prior any withdrawal from Conference. Embs London and Paris hereby instructed emphasize British and French FonOffs our continued conviction that basic western principles and objectives must be made unmistakably clear and that USSR must be prevented usual maneuver endeavoring crystalize East-West dispute on ostensibly procedural or legalistic matters rather than on issue of substance.
