Editorial Note
In a note of November 6, 1948, to the American Legation in Sofia, the Bulgarian Foreign Ministry described new travel regulations being placed in effect with respect to diplomatic missions in Bulgaria which would greatly restrict the movements of diplomatic personnel. On December 13, 1948, acting on instructions from the Department of [Page 388] State, the Legation in Sofia addressed a note to the Bulgarian Foreign Ministry deploring the fact that in time of peace the Bulgarian Government found it necessary to invoke against a friendly country restrictive measures whose very nature contributed to the spread of a psychosis of hostility and suspicion.
