Editorial Note

On February 26, March 8, and March 9, respectively, the Romanian, Bulgarian, and Hungarian Governments were given official notification by the United States Government, in accordance with the treaties of peace with those countries, regarding the pre-war bilateral treaties and other international agreements with Romania, Bulgaria, and Hungary which the United States desired to retain in force or to revive.
