1916. Chauvel1 told me yesterday afternoon that conversations for military cooperation among the five interested western European powers have been held up in order to get our views before beginning conversations. I told Chauvel that, in my opinion, that was a mistake; that the five powers should proceed with conversations and be in a position to let us know what they could do to help themselves without [Page 85] our help. Chauvel said the French would act accordingly, and OK’d endeavor to go ahead with the conversations.
