3626. Embtel 4045 Sept 9.1 During Jebb’s2 visit he stated UK only govt really doing concrete planning looking toward Western European [Page 1121] integration at least in economic field. He was advised we had seen very little evidence of it and that general impression here including press and public was that UK dragging feet. We indicated this impression might well be reflected in 1949 Congressional action on ECA unless Brit clearly showed drive and concrete results achieved.
