Editorial Note

This chapter presents a selection of the most important general policy papers on Germany. These papers cover the full range of major German policy issues. The most important of these issues have been documented in detail in the preceding chapters of this volume. An elaborate cross-reference apparatus has not been included with these papers. Readers should consult the earlier chapters for topics and negotiations referred to in the following pages.
