Editorial Note

In a message of April 30, transmitted to Secretary of State Marshall in a memorandum of the same date from British Ambassador Franks, Foreign Secretary Bevin set forth his views on the current political situation with particular respect to relations with the Soviet Union. Bevin found reason for special concern over Soviet aggressive policies in Berlin and Vienna. In a reply given to the British Embassy on May 10, 1948, Secretary Marshall expressed general agreement with Bevin’s analysis of the current situation, particularly the advisability of making clear to the Soviet Government the determination of the Western powers to remain in Berlin.
