Editorial Note
Between April 20 and June 1 Delegations from the United States, the United Kingdom, and France and representatives from Belgium, the Netherlands, and Luxembourg met for the second and concluding part of the London Conference on Germany. Although reparations as a topic was not on the agenda of the Conference, the American, British, and French Delegations held a number of conversations about this problem during the course of the Conference.
