While we concur in Military Governors position expressed urtel 21172 that Berlin representatives should not vote, we would not object to Berlin attendance at Bonn meeting as we feel this is question primarily for German decision. We note however that Brit and Fr [Page 417] will probably block this. Your tel 21733 apparently crossed Deptel 1543.4 In the circumstances we should not press matter.
