The Secretary of State to the Embassy in France
1975. Please convey to Bidault following personal message from me: “My Government has now decided to give definitive approval to London agreements on Germany. Although U.S. Delegation was called upon to make numerous concessions, I feel agreements finally reached constitute a noteworthy step in advancing interests of all three countries, particularly in insuring that Germany cannot again become a threat to any of us. Unity of purpose and action shown at London by the three Governments and Benelux also marks a further important step in our efforts to enhance our joint security against any aggressor.”
Bidault may use foregoing any way he sees fit short of publication.
