In a meeting on August 18 the Security Council considered the report of its Committee on the Admission of New Members, concerning the application of Ceylon; and the first statement was made by the U.S. Representative at the United Nations, Ambassador Warren R. Austin. The Security Council failed to take favorable action in recommending Ceylon for membership, since a negative vote was cast by a permanent member.
