The Chargé in Argentina (Ray) to the Secretary of State

Argentina has formally accepted invitation to Rio Conference through its Ambassador in Washington.41 Bramuglia will head Mission which will be composed of representatives of Ministries of War, Marine, Aeronautics and Foreign Affairs. Bramuglia declined to give names of other members of Mission but stated that it has already been formed and is now studying the problems which might arise at Conference.
He was asked if Conference would treat matters other than those of Continental defence. He replied: “In view of the fact that the invitation (says that the Conference) is in order to give form to the principles incorporated in the Act of Chapultepec, I understand that other matters will not be touched upon.”
Referring to Nicaragua, Bramuglia stated that “Argentina considers that all the American nations should be invited and that the credentials of each one should be discussed later at Conference.”
Bramuglia was asked if Canada would be invited to the Conference. He replied that “Executive Power has formed its opinion in this regard but has not taken any initiative.”
The press of the last few days has carried a number of stories regarding the possible visit of President Perón to Bolivia, Chile and Uruguay. Foreign Minister in his press conference confirmed that the President had received invitations to visit each of these countries but added that, because of the pressure of work, he would not be able to go for the present although he might do so later.
