The Ambassador in Chile (Bowers) to the Secretary of State
584. Depcirtels July 3, 9:30 a.m. and July 8, 8 p.m.42 Last night Chile sent following reply to Pan American Union on Rio Conference consultation:
Point I. Question 1—affirmative answer.
Point I. Question 2—affirmative reply, although possibility might be considered of reaching prior agreements on nature, scope and desirability of immediate help in event of armed attack.
Point II. Questions 1 and 2—the two-thirds principle accepted. Govt of Chile considers it advisable distinguish between obligations of American states in accordance with nature of measures adopted (political, financial, military). In any case, it believes there should be agreement on part of signatory states which have not agreed to measures taken not to do anything that might jeopardize their fulfillment.
Point III. It is accepted that creation of a military organization should be referred to Bogotá Conference.
