During the American-British conversations on Ruhr coal production held in Washington, August 12–September 10, 1947, the German food problem was given intensive consideration. For a review of the food crisis and the recommendations for the maintenance of the current ration scale and the earliest possible increase in the German calorie ration, see the Report on the Anglo-American Talks on Ruhr Coal Production, Department of State Bulletin, September 21, 1947, pages 576–584. The recommendations on food supply agreed upon at the Washington talks were subsequently carried into effect by the American-British bizonal economic agencies.
