The Commander of the Seventh Fleet (Cooke) to General Marshall

[Shanghai,] 26 August 1946.

260520Z. Pursuant my 230318,46 General Rockey is conferring with CNA47 Commander of 11th War Area to arrange relief of Marines that will permit concentration at key points. Prospects for quick success through Rockey’s efforts only are not bright. Any assistance you can give by insisting on present CNA strength remaining along railroad or by increasing CNA strength there will expedite relief of Marine train guards and dispersed detachments. ComGen First Marine Div 25002248 passed to you refers.
