325. Communiqué from Dalat conference announces agreement as to the role of the assembly of the states:
- (1)
- Federal organization will include a single assembly known as Assembly of the States;
- (2)
- The assembly will be made up of 10 members of each of the states represented at the conference, 10 members from each other state forming part of the federation and 10 members representing French interests;
- (3)
- Each of the interested states will determine the manner of designating these representatives; and
- (4)
- Essential attributes of assembly will be to vote the federal budget and the federal laws within the limits of its competence, to conciliate differences which may arise between the states of the federation and to ratify the agreements and treaties interesting the federation as a whole excepting those affecting the interests of one state solely. Cambodia, Cochin China and Laos delegates have asked to participate at Paris in the discussion of the statute of the French Union.
