The Political Adviser in Japan (Atcheson) to the Secretary of State

418. ReDeptels 483 and 485, Sept 16 and 17 [16].93 The original draft of article 84 proposed constitution reads:

All property of the Imperial household, other than the hereditary estates, shall belong to the state. The income from all Imperial properties shall be paid into the National Treasury, and allowances and expenses of the Imperial household, as defined by law, shall be appropriated by the Diet in the annual budget. In order to conform to the requirements of subparagraph d of paragraph 4 of the statement [Page 317] of policy adopted by the Far Eastern Commission on 2 July 1946> the provision now reads as article 88:

“All property of the Imperial household shall belong to the state. All expenses of the Imperial house shall be appropriated by the Diet in the budget.”

Thus the provision excepting the hereditary estates of the Emperor from transfer to the State has been removed. The actual transfer of the property of the Imperial household to the state is to be effected when the new constitution becomes effective.
