The Ambassador in France (Caffery) to the Acting Secretary of State

1964. When I accompanied the Secretary to call on Bidault this afternoon,13 most of the time was taken up with Bidault’s opposition to trusteeship plans in connection with Tripolitania; against a Russian trusteeship as well as against an international trusteeship. He repeated the arguments he has advanced previously.
[Page 107]In conversation on matters in general, he was more vigorous in talking against Russian pretensions than he has been for some time. When I questioned him on this he said that in the Cabinet meeting today (my telegram 1962 April 2414) he had been given a “free hand” in foreign affairs.
