I have your message concerning the desirability of exchanging views in regard to the draft treaty for the disarmament of Germany.16 The draft of the treaty arouses serious objections. However, I will be prepared to exchange views with you on this question in Paris.

[Telegram 743, April 20, to Moscow, Volume V, page 335, asked that the Soviet Foreign Minister be informed that the United States Government desired to discuss a treaty concerning Austria at the forthcoming meeting of the Council of Foreign Ministers. Telegram 1340, April 25, from Moscow, Volume V, page 336, transmitted the text of Foreign Minister Molotov’s letter of April 22 which stated that the Soviet Government saw no possibility of discussing Austria at the forthcoming Council meeting.]
