The British Ambassador (Halifax) to the Secretary of State

My Dear Secretary of State, Mr. Bevin has asked me to send you a reply to the message which you sent him asking if he could discuss informally with you in Paris the proposed German disarmament clauses which you sent to him in mid-February.14 Mr. Bevin says that the Cabinet have authorised him to tell you that His Majesty’s Government warmly welcome your proposal on German disarmament and consider that your draft provides a most useful basis for further discussion. Mr. Bevin will be very happy to discuss the matter with you informally in Paris. He will not be accompanied by military experts but, if necessary, these could be summoned at short notice. Mr. Bevin feels sure that you and he can have some useful discussion on the general lines of your proposal.
