1614. For Caffery from the Secretary. In reply to Bidault letter April 9 regarding meeting of the Council of Foreign Ministers in Paris on April 25, you might suggest that the French Government send invitations to the participating governments, that is the governments concerned with the preparation of the treaties in question. The French Government might also wish as a matter of courtesy to notify China of the meetings although China would not participate unless German questions are added to agenda. We are prepared to have German questions raised in the French communication of March 1 added to the agenda with the understanding that they will be taken up after Council has completed its work on draft treaties.
