The Secretary of State to the Chinese Minister for Foreign Affairs (Wang)
Dear Dr. Wang: I have been considering the letter which you sent to me on September 3 regarding the application of the Berlin [Page 1015] and Moscow Agreements to the conclusions of a peace settlement with Germany. I have also received, in a letter from Dr. Quo Tai-chi dated October 12, a copy of the telegram which you addressed to Mr. Molotov commenting on his letter to you of September 2343 and in which you restate your position.
While there is as yet no formal agreement on procedures, I assume that after the preliminary work has been completed on the peace settlement with Germany, a Peace Conference will be convoked to discuss the terms as was done in the preparation of the peace treaties with Italy, Bulgaria, Rumania, Hungary and Finland. However, since there is no formal agreement that such a Conference will be called, the question you have raised cannot be given a formal answer at this time. I can assure you, on behalf of the United States Government, that if and when the time arrives for considering the calling of a Peace Conference to discuss the German settlement, my Government will support your view that the Chinese Government should participate fully in deciding the composition of the Conference and in extending formal invitations to the nations which will be represented.
