Germany

A Committee of qualified experts of the four Occupying Powers shall be instructed to report to the Council of Foreign Ministers by 10th August, 1946 at the latest on the following points:

1.
Steps to be taken to increase the German output of coal;
2.
General principles which should govern the allocation of the Germany output, due allowance being made for the coal requirements of liberated Europe.

The Committee’s report should enable the Council of Foreign Ministers to determine the policy and the general directives to be given to the Control Council in Berlin on these points.
