Peace Treaty With Italy

Statute of Trieste

1.
Trieste, with the immediately adjacent territory, shall be declared an autonomous district administered in accordance with a Statute agreed by the Four Powers. The integrity of the territory will be assured by the Security Council of the United Nations.
2.
A Governor will be appointed by agreement between Yugoslavia and Italy, or, in the absence of such agreement, by the Four Powers.
3.
An Assembly, elected by universal and secret vote, will exercise legislative powers.
4.
A Council of Government, consisting of six members, will be formed by the Assembly. Under the chairmanship of the Governor it will exercise executive power, ensure the maintenance of order and the proper functioning of administrative departments.
5.
The legislative and juridical organisation of the territory will ensure respect for the rights of the inhabitants in respect of language, education and access to public services.
6.
The Representatives of the Four Powers in the Security Council of the United Nations will form a Control Council to which the Council of Government will submit an Annual Report; the Control Council will be responsible for seeing that the Statute of Trieste is observed, and all difficulties or disputes that may arise will be referred to it for consideration.
