3181. Secdel 383. Ital Amb yesterday presented note98 re alleged Ital negotiations with USSR on reparations and commercial relations. Note recalls that Ital Govt had given Dept last Sept and subsequently [Page 697] full info on these matters, including Soviet suggestion re construction of ships for USSR in Ital yards, and states “in most emphatic and clear manner” that US, UK und French concern or suspicion is not warranted by any action taken by Ital Govt unknown to Allies.

Tarchiani stressed that initiative in several conversations on these subjects between Ital and USSR reps had been on initiative of latter and that while Itals were in no position to rebuff Soviets, commitments were avoided and US kept informed.

[On June 29, 1946, Vasil Kolarov, President of the Bulgarian National Assembly, and a leader in the Bulgarian Communist Party, called upon the Secretary of State. In the course of the conversation, Kolarov set forth his views on the favorable treatment that Bulgaria should receive in the peace treaty.
