The Representative in Albania (Jacobs) to the Secretary of State, at Paris

303. For Secdel for Dunn. Received this morning from Albanian Foreign Office note dated June 3 signed Enver-Hoxa23 in his various capacities addressed Council Foreign Ministers charging Greece with having in violation of all human principles driven into Albania in most destitute circumstances about 23,000 Chams former residents northwestern Greece and requesting that Council of Ministers take urgent measures: (1)Bring about their repatriation; (2) arrange guarantees their civil, cultural and political rights; (3) restitution or indemnification their property; (4) punishment responsible persons.24
Note with my comments will be forwarded next plane scheduled here June 7.
