Future Procedure of the Council

amendment by the soviet delegation to the proposal of the u.s. delegation (c.f.m. (46) 62)94

1.
Para, b) to read as follows:

1) To call, in accordance with the agreement reached at Moscow, a Peace Conference to meet in Paris on 15th June, on the understanding that agreement will be reached on the proposed Peace Treaties, to which draft treaties shall be submitted so that in the final drafting of the treaties the Council shall have the benefit and assistance of the recommendations made by the Peace Conference.

2.
Add the following paragraph to the U.S. draft:

c) To instruct the Deputies of the Foreign Ministers to submit not later than 5th June for the approval of the Council of Foreign Ministers, drafts of the proposed Peace Treaties with Italy, Roumania, Bulgaria, Hungary and Finland, in order that these drafts may be presented to a Peace Conference on behalf of the Council of Foreign Ministers. The Council of Foreign Ministers to approve at the [Page 322] same time draft rules of procedure for the Peace Conference and the invitations to the Governments who are to attend it.
