I. Italian Reparations.

The Council considered the Report submitted by the Reparation Committee. It was noted that no agreement had been reached on this subject.

II. Questions Still Outstanding.

1. Tenda and Briga.

M. Bidault said that the Commission of Enquiry for Tenda and Briga had returned to Paris and that the Council would be able to examine their Report as soon as it was tabled.

2. Germany.

M. Bidault reminded the Council that its Agenda also called for a study of the German problem.

3. Draft Treaty with Finland.

Mr. Bevin asked whether the 1921 and 1940 Conventions concerning the Aaland Islands should be mentioned in the Peace Treaty and suggested referring this question to the Deputies for consideration. The Council agreed.

III. Future Procedure of the Council of Foreign Ministers.

The U.S. Delegation proposed that:

1.
The Deputies should submit to the Council a Report indicating which points in the five Peace Treaties were agreed and which were still under discussion.
2.
Such Report to be submitted to the Peace Conference, which might be convened for 15th June.

The Council adopted the first part of the U.S. proposal and reserved its decision on the second.

IV. Next Meeting of the Council.

The Council agreed to hold its next meeting on 9th May at 5 p.m. to consider the Report of the Deputies referred to above.

V. Next Meeting of Deputies.

It was agreed that the Deputies should meet that day in the afternoon to prepare the Report asked for by the Council.
