I. Apologies were presented on M. Bidault’s behalf for his inability to attend the Meeting.

II. Record of Fifth Meeting.

The Council approved the record on the Fifth Meeting.

III. Report by the Deputies.

The Council approved the Report by the Deputies (C.F.M. (D) (46) 54) on the order of questions to be discussed by the Council in connexion with the Peace Treaties with Roumania, Bulgaria, Hongrie and Finland.39 On the suggestion of the U.S. Delegation, it was agreed that the agenda submitted by the Deputies need not be regarded as exhaustive.

IV. Treaty of Peace With Roumania.

A) The Council considered the draft Treaty of Peace with Roumania (C.F.M. (D) (B) (46) 37 revised).40

1.
Transylvania—The paragraph was adopted, the two phrases in brackets being deleted.41
2.
Frontiers other than the Roumanian-Hungarian frontier. The Soviet Delegation withdrew its objection to a reference to these frontiers being included in the Treaty. The question was referred to the Deputies.
3.
International Control of the Danube.—No agreement.
4.
Dissolution of Fascist Organisations—The paragraph was adopted including the words in brackets.
5.
War Criminals.—Reserved as a similar question was still under discussion in connection with the Treaty with Italy.

B) Equality of Economic Opportunity.

The U.S. Delegation proposed that a clause should be inserted in the Treaty of Peace with Roumania embodying the principles set forth in Annex II of the Protocol of the Proceedings of the Berlin Conference.

The Soviet Delegation proposed to discuss this question through diplomatic channels, as provided for in Article 20 of the Berlin Protocol.

After an exchange of views the question was deferred.

V. Economic Clauses.

The Council agreed to instruct the Deputies and the Economic Committee to submit reports on the results of the discussions regarding the [Page 272] Economic clauses. The reports will be discussed in the following order:

1.
Questions relating to Italy;
2.
Questions relating to Roumania;
3.
Questions relating to Bulgaria;
4.
Questions relating to Hungary.

VI. Next Meeting of the Council.

It was agreed that the Council would meet in the afternoon at 5 o’clock to discuss:

1.
The questions submitted by the Deputies on the Treaty with Bulgaria.
2.
The Report of the Commission of experts in respect of the Italian reparations. (C.F.M. (46) 53)./.42
