In reference to Department’s 173 of January 26, which outlined a Treasury proposal for a ten-billion dollar credit to Russia, and stated Department’s preliminary opinions on this proposal, your detailed comments on the Treasury’s suggestion, with special reference to the amount and terms of the proposed loan, and particularly to the provision for repayment partly in strategic materials, would be appreciated by the Department.
