Aide-Mémoire
In view of the fact that in the Aide-Mémoire of the Department of State of March 24, 1945 it is proposed that a new draft be made of pertinent portions of the text of the Fourth Protocol, conforming to the wishes of the Soviet Government, and, namely, that it is proposed to exclude from the text mention of the supplementary agreement to the Master Lend-Lease Agreement, a copy of the proposed text of which was handed to Mr. Stepanov on September 14, 1944, the Soviet Government is agreeable to the signing of the Fourth Protocol with the changes proposed in the Aide-Mémoire mentioned, without the reservation which the Soviet Government had in view to make before [Page 994] the signing of the Protocol, in as much as the necessity for this reservation no longer exists.
