2128. Reurtel 2732 Aug 30.83 You may wish to inform Carol’s Rep, Mr. Urdarianu, that the US Govt has been informed that the French Govt is not prepared to authorize Carol to return to France. This Govt has been in consultation with the Brit, French and Portuguese Govts and in the light of the present situation in Rumania all Govts were in agreement that it would not be desirable at this time to add the possible further complication presented by Carol’s presence in Europe where it would be difficult for him to avoid being made the center of intrigue.

It is not the intention of this Govt permanently to endeavor to prevent his return to Europe, but an indefinite delay in carrying out his plans to do so seems the only desirable step at this time.
