617. The following is a paraphrase of the President’s reply to the Prime Minister’s message no. 910 which I presume you have seen:

In accordance with the President’s statement to the Prime Minister [Page 168] the instructions to you contained in the Department’s 537, March 8, 7 p.m., are amended to include the following:

“The United States Government requests that the Soviet Government make the necessary arrangements for American and British observers to visit Poland and report to the British and American members of the Commission upon conditions there.”
