1832. ReDepts 1166, May 28, 6 p.m. Molotov has written me10 that the Soviet Govt agrees that the four Allied Commanders in Chief should meet in Berlin on June 1 in order to sign and issue the declaration on Germany and that the Allied representatives who sign the [Page 319] declaration should in effect become the Control Council. Molotov continues that the Soviet Govt has issued appropriate instructions to its representative on the EAC.
