1832. ReDepts 1166, May 28, 6 p.m. Molotov has written me¹⁰ that the Soviet Govt agrees that the four Allied Commanders in Chief should meet in Berlin on June 1 in order to sign and issue the declaration on Germany and that the Allied representatives who sign the declaration should in effect become the Control Council. Molotov continues that the Soviet Govt has issued appropriate instructions to its representative on the EAC.
