Records of the Proceedings of the Conference

The following suggestions are submitted regarding the records to be made of the proceedings of the plenary sessions, commissions, and committees of the Conference.

1.
No stenographic transcript of proceedings will be kept except at plenary sessions of the Conference and at public meetings of the commissions.
2.
For all other meetings the Secretariat will prepare a brief summary of the discussion and of the decisions reached.
3.
Both stenographic transcripts and summaries of proceedings will be prepared first in provisional form for clearance, prior to general distribution, with the appropriate members of the bodies concerned. After corrections have been made the transcript or summary will be issued in final form.
  1. Marginal notation on the original: “This memorandum was approved in draft form and was handed to the Chinese Ambassador by the Secretary on April 10, 1945.” Copies were handed on the same date to the British and the Soviet Ambassadors.
