Subject: Voting in the Security Council
I reported orally to the President on the latest developments on this matter and indicated to him that we were doing what we could [Page 63] to press the Russians and British for an early decision. I told him that if we received “yes” that we hoped to send out invitations for a March meeting. He felt that would be entirely appropriate.
He indicated some displeasure at the fact that things were moving so slowly in this field.
