1. General information. Observes in Athens consider that trial and sentencing of EAM members during peace talks was mistake, [Page 961] particularly since no action has yet been taken against collaborationists. Perhaps to offset this reaction Athens press announces that nine leading collaborationists held by British are being returned for trial. . . . Chiang Kai-shek has been informed by the Soviet Government that Soong’s visit to Moscow should be postponed until the end of March or beginning of April because of the present status of the war in Europe. . . . Tito believes that the King is playing for time in belief that he will receive American support but that if he does not agree quickly he will lose the throne and his estates. Material is being collected to try Peter for his “crimes” even though American recognition might be lost thereby. . . . Summary of surrender terms to Germany has been communicated by EAC to representatives of Greek and Czechoslovak Governments. . . . (This is thirtieth message). It is assumed that you have received from Winant through military channels the substance of Massigli’s proposals regarding French zones of occupation.1
