Memorandum by the Director of the Office of Far Eastern Affairs (Grew) to the Secretary of State
Mr. Secretary: With reference to your talk with the President this afternoon, it would be very helpful to have any information which the President could give you in regard to his recent talks with H. H. Kung, especially in regard to any measures which the Chinese Government propose taking in connection with the internal situation in China, in regard to Sino-Soviet relations, in regard to post-war commercial and economic policies as they affect the status of American business [Page 524] enterprise in that country, and the question of arrangements with the Chinese Government for American military expenditures in China.
There is attached a memorandum for the President37 commenting on the most recent developments on the Chinese domestic political situation.
It would also be helpful to this office and other offices in the Department if you could take occasion to ascertain what if anything developed with regard to Indochina or any French possessions in the Pacific in the conversations between the President and de Gaulle.38
