The Secretary of State to the Ambassador in China (Gauss)
984. The detail of four officers for special duty with the Army was at the request of War Department to State, your 1182, July 8, 1 p.m. Requests for similar detail of other officers should come through same channel. This Department holds that such details having been approved, it is for the Ambassador and ranking Army officer to work out details, substitutions, transfers, et cetera, by mutual agreement and normally the Department would follow Ambassador’s recommendations. Appropriateness of Service’s inclusion in group going to communist areas and his status there is case in point.
Department believes Foreign Service officers can render constructive service to Army, but only if their status as members of your staff detailed to military organizations is clearly recognized and closest liaison maintained between Army headquarters and Embassy.
Foregoing has been repeated to Mission at New Delhi which has been directed to instruct Davies that he should communicate Department’s [Page 132] views to senior Army officer at General Stilwell’s Headquarters, New Delhi, and that Davies should strictly observe procedure set forth above in connection with any personnel matters of this nature.
