Greek 263. Telegram from Eden to Lord Moyne dated August 25 asks that Moyne present armistice terms to Bulgarian delegate now at Istanbul who is being sent to Cairo for this purpose. This disagrees with Department’s 71, August 25.26 Because of better communication with Bulgaria, Steel27 strongly favors negotiation at Ankara and is advising London to this effect.
